2001 Moscow Cable: 'UFOs over Georgia'
DOS 059UAP File 011
On 28–29 October Georgia accused Russian aircraft of crossing into the Kodori Gorge and bombing positions. Russia's Deputy Foreign Minister Mamedov and MFA Georgia desk chief Tereoken denied this; Tereoken added that 'reports of planes in the area might as well have been about UFOs' since Moscow lacks the technical means to confirm foreign aircraft. The cable uses 'UFO' rhetorically rather than describing actual UAP — but is included in the State Department's 059UAP release set because of the keyword.
Significance
Illustrates the rhetorical use of 'UFO' in diplomatic language; included in the State release as part of broad keyword-based transparency.
